The main objective of PORTAL is to pioneer a threat-agnostic resilience framework that proactively mitigates cascading losses in port infrastructure and interdependent socio-ecological systems.
To achieve this, PORTAL delivers an interdisciplinary, multi-stakeholder and scalable research and innovation programme that integrates socio-ecological system (SES) thinking with cutting-edge digital technologies, including digital twins, agent-based modelling and simulation, and generative AI. This approach enables the creation of synthetic threat scenarios, improved vulnerability detection, and evidence-driven adaptation planning across port ecosystems.
PORTAL operationalises its solutions through three representative port-city use cases and translates research into practice via PORTALCOMM, a multi-tier communication platform that supports decision-making for port operators, policy makers, and citizens/end-users. A comprehensive training and capacity-building programme ensures long-term uptake, skills development, and sustained impact aligned with EU priorities for the green and digital transition.
