OBJECTIVES

The main objective of PORTAL is to pioneer a threat-agnostic resilience framework that proactively mitigates cascading losses in port infrastructure and interdependent socio-ecological systems.

To achieve this, PORTAL delivers an interdisciplinary, multi-stakeholder and scalable research and innovation programme that integrates socio-ecological system (SES) thinking with cutting-edge digital technologies, including digital twins, agent-based modelling and simulation, and generative AI. This approach enables the creation of synthetic threat scenarios, improved vulnerability detection, and evidence-driven adaptation planning across port ecosystems.

PORTAL operationalises its solutions through three representative port-city use cases and translates research into practice via PORTALCOMM, a multi-tier communication platform that supports decision-making for port operators, policy makers, and citizens/end-users. A comprehensive training and capacity-building programme ensures long-term uptake, skills development, and sustained impact aligned with EU priorities for the green and digital transition.

Deliver an innovative, efficient and scalable, threat-agnostic multi-stakeholder people’s-centric framework tailored to incentivise adaptive resilience strategies for PISCO

Objective 2

Develop a unique, open, and generalised library of strategies and tailored measures for prevention, absorption and adaptation of PISCO.

Objective 3

Develop an innovative web-based openly available multi-tier communication platform that deploys predictive tools to enhance vulnerability detection and adaptive response coordination for PISCO.

Objective 4

Investigate pathways in governance structures to unlock resilience-driven decision-making across interdependent socio-technical siloes.

Objective 5

Provide actionable and targeted policy recommendations to enhance the resilience and adaptability of PISCO.

Objective 6

Deliver innovative, comprehensive and state-of-the-art multidisciplinary training to upskill and reskill researchers, practitioners, R&D professionals and stakeholders, accelerating uptake of knowledge into praxis.

Objective 7

Sculpt an efficient and impactful dissemination, communication and exploitation strategy for meaningful interactions with scientists, industrialists, infrastructure owners, operators, and people.
